As part of the Motorist Benefits Package, the Victorian Government has introduced several cost-saving measures for new and safe drivers:
π Free Learner and Hazard Perception Tests
From 15 August 2022, the following are free of charge for eligible applicants:
First attempt at the Learner Permit Test Online
First attempt at the Hazard Perception Test Online
Learner Permit card issue fees
Probationary Licence issue fees

β Safe Driver Discount β Coming Soon
Later in 2022, the Safe Driver Discount will be introduced:
A 25% discount on your next licence renewal
Available to drivers who have:
No demerit points
No road safety offences in the past 3 years

π Learner Permit Test Online β What You Need to Know
To enrol in and take the Learner Permit Test Online, you must:
Be at least 15 years and 11 months old
Be a Victorian resident
Be medically fit to drive
Not be disqualified from obtaining a learner permit for more than 12 months from the date of enrolment
Have a myVicRoads account
π‘ Free First Attempt β Even After In-Person Attempts
If youβve previously failed the Learner Permit Test in-person, you are still eligible for a free first attempt if you enrol in the online version for the first time.
π Language Availability
The online course is currently available in English only
If you require interpreter services, you can book an in-person test at a VicRoads Customer Service Centre
π Free First-Issue Learner Permit
The first issue of a Victorian car and/or motorcycle learner permit is now free.
When you attend VicRoads to have your permit issued, you wonβt need to pay the $26 permit fee.

The Hazard Perception Test is required for:
Novice drivers
Drivers converting to a probationary licence
Drivers converting to a full licence
β Test Requirements
The Hazard Perception Test must be completed before you can take the Drive Test.
To take the Hazard Perception Test Online, you must:
Hold a current Australian car learner permit
(or have completed the Learner Permit Test Online within the last 12 months)
Be at least 17 years and 11 months old
Have a myVicRoads account
π‘ Free First Attempt Available
If you've previously failed the Hazard Perception Test in person, you are still eligible for a free first attempt when registering for the online version.
